Abstract: In the contemporary educational landscape, the development of instructional modules plays a pivotal role in enhancing the quality and effectiveness of teaching and learning. This study draws inspiration from UNESCO's guide, "Developing Instructional Modules for Teacher’s Directions," to construct a comprehensive framework for the creation of instructional modules. By elucidating the key components and stages involved in module development, this framework aims to provide educators and instructional designers with a thorough understanding of the process.
