Abstract: Human Resource Planning Plays A Vital Role In The Operational Success Of Organizations, Particularly Those Driven By Humanitarian Objectives Such As Non-Governmental Organizations (Ngos). This Study Aims To Identify The Influence Of The Work Environment On Human Resource Planning In Ngos Within Mombasa County. Specifically, It Focuses On The Application Of Herzberg's Two-Factor Theory To Explore The Factors That Shape Human Resource Planning In This Context. The Study Adopts A Descriptive Research Design, Targeting A Population Of 125 Ngos, Legal Representatives, Employee Representatives, Community Representatives, Information Technology Experts, Board Representatives, And Human Resource Managers.
