Abstract: Human Resource Planning Plays A Vital Role In The Operational Success Of Organizations, Particularly Those Driven By Humanitarian Objectives Such As Non-Governmental Organizations (Ngos). Abstract: Based On The Need To Rationalize Public Resources To Improve The Quality Of Inspection And Reduce Corruption And Fraud In Agreements Signed Between The Public Sector And Private Partners, This Research Is Presented, Which Takes Place In Partnership With The Court Of Auditors Of The State Of Ceará. In This Research, The Multicriteria Decision Analysis Is Used To Order A List Of Agreements According To The Degree Of Risk To Fraud Based On Certain Indicators. The PROMETHEE II And ELECTRE III Multicriteria Analysis Methods Were Applied, Using A Set Of Fraud Risk Typologies As Criteria For Prioritization. Finally, The Degree Of Similarity Of The Results Is Analyzed Under Two Different Coefficients And The Intersection Of The Main Results Is Calculated To Assess The Degree Of Risk Of Common Agreements.
